I got it a few years ago when I visited Hong Kong Disneyland.
Approximately 55cm when hanging.
Approximately 50cm when lying down.
*Measured by hand, please allow for some error.

Hat size can be adjusted.
There's an adjustment part with elastic and Velcro on the back of the head, and a chin strap.

I think it can be worn by children and adults.
